What the committee does
Every agency covered by R.A. No. 11032 is required to maintain a CART. At PITAHC, it is responsible for four things:
Citizen’s Charter
Keeps PITAHC’s services, requirements, fees, and processing times published, reviewed, and updated every year.
Client Satisfaction Measurement
Runs the harmonized CSM survey after transactions and submits the results to ARTA every year.
Complaints & public assistance
Receives and acts on reports of red tape, fixing, discourtesy, and violations of the Citizen’s Charter.
Processing‑time compliance
Monitors the 3‑7‑20 working‑day limits for simple, complex, and highly technical transactions, and the zero‑backlog rule.
CART member directory

Experienced red tape? Report it.
Long queues, fixers, cut‑off systems, noon‑break closures, or steps not in the Citizen’s Charter are prohibited under R.A. No. 11032. Reports may be filed with PITAHC or directly with ARTA.
